Holly’s undergraduate and master’s work were completed at the Maxine Goodman Levin College of Urban Affairs at Cleveland State University. While there, she worked with the Center for Public Management on projects related to county government reform and interlocal cooperation. Holly is currently working on her dissertation, which examines the work of regional councils and the state laws that govern such organizations. She also works as an analyst for Mecklenburg County, with responsibility for performance measurement, evaluation, and data analysis, in the Effective and Efficient Government Focus Area.
